DR Congo Customs Overcame Pandemic Supply Chain Disruptions
This paper analyzes the emergency strategies implemented by the Directorate General of Customs and Excise (DGDA) of the Democratic Republic of the Congo during the 2020 pandemic. These measures included green channels for essential goods, tax exemptions, supply chain support, personnel health protections, and enhanced anti-smuggling border controls. The study highlights the agency's core governance logic in balancing trade facilitation with national security amidst a global crisis.
