This paper analyzes the five-dimensional emergency strategy implemented by Panamanian Customs during national states of emergency, covering personnel protection, green channels for relief supplies, tariff adjustments, security monitoring, and closed-loop cross-border logistics management. By deeply integrating into the SICA regional cooperation framework, this initiative achieves a balance between pandemic safety and supply chain resilience, providing a systematic approach to trade governance during public health crises.
