WCO Adopts Performancebased Approach for Customs Training
To address the lack of transparency in the conversion of customs training investment into performance, the WCO, in collaboration with the EU-funded HS-Africa project, launched a pilot training effectiveness program at the Eswatini Revenue Authority based on the Kirkpatrick Five-Level Evaluation Model. This initiative aims to establish a scientific framework to track the transfer of skills from the classroom to the workplace. By measuring these outcomes, the project seeks to optimize resource allocation and enhance the overall quality and impact of global customs capacity building.
