The second phase of the WCO and JICA's Southern African Customs Valuation Training Program has concluded. The program aimed to develop trainers and enhance regional customs valuation capabilities. Recommendations include strengthening follow-up support and fostering regional cooperation to sustain the program's impact and build upon the progress achieved in improving customs valuation practices within the region.
The WCO and JICA collaborated on an MTP project to train customs valuation officers from five Southern African countries. The World Customs Organization (WCO) and the Japan International Cooperation Agency (JICA) are jointly implementing the Customs Valuation (CV) Master Trainer Program (MTP) to create a professional and sustainable pool of CV trainers in Southern Africa. The third working group activity focused on developing training materials and enhancing practical skills. The WCO and JICA are committed to continuously supporting customs capacity building in the region, building an efficient and transparent customs valuation system, and promoting trade development.
With the support of WCO and JICA, five East African countries successfully completed a trade facilitation and border control capacity development project. Focusing on One-Stop Border Post operations and customs capacity building, the project significantly improved trade efficiency and border control levels in the East African region. The WCO Secretary General praised East Africa's experience, encouraging its sharing with other African regions. He also emphasized the continued support for customs capacity building in Africa and Pacific Island countries.
Supported by the WCO/JICA joint project, West African Customs administrations continued to enhance their risk management and intelligence analysis capabilities during the pandemic through online training. The MTP project, involving six countries including Benin, aims to cultivate a team of experts proficient in these skills and has made significant progress. By adopting innovative training methods, the project overcame the challenges posed by the pandemic and injected new momentum into customs capacity building in West Africa. The online format allowed for continued learning and development despite travel restrictions and social distancing measures.
The INAMA project supports customs authorities in nine African and Asian countries, enhancing their capacity to combat illegal wildlife trade through expert support missions. These missions focus on training, legislation, risk management, and action plans. The project promotes international cooperation, improves enforcement capabilities, and protects biodiversity, aiming to build a strong defense against ecological threats. By strengthening customs controls and fostering collaboration, INAMA contributes to the global effort to conserve endangered species and maintain ecological balance.
Amazon South Africa is launching, presenting new opportunities for cross-border e-commerce sellers. This article focuses on cross-border logistics strategies for the South African market, analyzing its potential and challenges. It advises sellers to prepare in advance, choose suitable logistics partners, and optimize their supply chains to achieve success in the South African market. Early planning and strategic partnerships are crucial for navigating the unique challenges and capitalizing on the emerging opportunities within South Africa's e-commerce landscape.
Lesotho and South Africa, with the support of the World Customs Organization, jointly released a Time Release Study report to optimize border management and enhance cross-border trade efficiency. Focusing on the Maseru Bridge and Ficksburg Bridge border posts, the study aims to reduce non-tariff trade barriers through coordinated border management and the implementation of one-stop service. This initiative supports the development of the African Continental Free Trade Area and promotes regional economic prosperity by streamlining processes and improving the flow of goods between the two countries.
With the support of the WCO/JICA joint project, the tax authorities of the five East African countries launched a senior trainer program for Post Clearance Audit (PCA) to enhance regional PCA capabilities and promote trade facilitation. By establishing a network of experts, improving training capabilities, and developing cooperation plans, customs administrations in East Africa will strengthen cooperation, address challenges, and contribute to regional economic development. The initiative aims to build a sustainable framework for PCA expertise and collaboration within the East African Community.
The WCO/JICA Joint Project successfully completed a Master Trainer Program in West Africa, training 18 experts in risk management and intelligence analysis for customs administrations in six countries, including Benin and Burkina Faso. Through working groups, regional training material development, and virtual training, the project significantly enhanced customs risk management capabilities in the West African region and promoted regional cooperation and sustainable development. The WCO and JICA will continue to support customs capacity building in West Africa.
