Project Background and Objectives
The SECO-WCO Global Trade Facilitation Program (GTFP) developed a tailored "Stress Management and Resilience Building" technical assistance package for Bolivia's National Customs Administration. This initiative employs scientific psychological interventions and management tools to help officers mitigate occupational stress and boost team morale, maintaining operational efficiency in complex international trade environments.
The program addresses both individual mental health and organizational resilience, enhancing the administration's capacity to withstand sudden crises and sustained pressure.
Implementation Strategy
The assistance program adopted a hybrid "online diagnosis + offline practice" model for precise intervention:
- Online Assessment Phase (November 2021): Two intensive virtual workshops allowed experts to evaluate officers' stress levels, identify sources of pressure, and establish preliminary psychological support mechanisms.
- In-Person Workshop (December 7, 2021, La Paz): Face-to-face sessions transformed theory into practice through scenario simulations and interactive discussions, equipping officers with practical stress management tools.
