OUAGADOUGOU, Burkina Faso – In response to increasingly complex global trade dynamics, Burkina Faso Customs has launched a forward-looking initiative to enhance trade efficiency, reduce business costs, and improve transparency. At the heart of this effort is the establishment of a comprehensive advance ruling system, allowing importers and exporters to obtain legally binding written determinations on commodity classification and origin before goods are shipped.

Advance Rulings: A Cornerstone of Trade Facilitation

Advance rulings enable businesses to receive pre-shipment clarity on key customs matters, acting as a form of "insurance" against potential disputes. The benefits include:

Burkina Faso's Proactive Steps with WCO Support

Burkina Faso Customs, with technical assistance from the World Customs Organization (WCO), conducted a capacity-building workshop in September 2018 for 15 customs managers. The French-language training focused on Harmonized System (HS) structure, General Interpretative Rules (GIR), and product description techniques.

Customs Director General Adama Sawadogo emphasized the government's commitment to finalizing the legal framework for advance rulings, noting that dedicated personnel have already been assigned to implement the system.

WACAM Project: Sweden's Contribution to West African Trade

The initiative forms part of the West Africa Customs Modernization (WACAM) project, funded by Sweden to enhance regional trade capabilities. WCO-Sweden Program Manager Richard Chopra reaffirmed ongoing support for Burkina Faso's customs modernization efforts.

The rollout of advance rulings marks a significant step toward improving Burkina Faso's trade competitiveness and attracting investment, reflecting the country's broader commitment to trade facilitation reforms.
