Supported by the World Customs Organization's (WCO) West and Central Africa Capacity Building (WACAM) program—funded by the Swedish government—Niger Customs has launched a comprehensive Human Resource Management (HRM) modernization project. The initiative formally commenced during a pivotal capacity-building mission in Niamey from June 29 to July 7, 2018.

The mission focused on initiating change management and communication strategies to promote awareness and secure broad support for HRM modernization. Participants included Niger's Minister of Finance and delegation, Chamber of Commerce representatives, import/export stakeholders, freight forwarders, and national media. Customs personnel throughout Niamey received specialized training to ensure full comprehension of reform objectives.

These activities not only marked critical progress in HRM modernization but also signaled the emergence of a new collaborative culture. Since November 2017, Niger Customs has demonstrated unwavering commitment to this transformative agenda.

The WACAM project team conducted an exhaustive diagnostic assessment of Niger Customs' HR landscape in November 2017. Under WCO expert guidance, Niger Customs will soon initiate competency evaluations for Niamey Airport staff as the program's first pilot site. This trial phase allows for method refinement before nationwide implementation.
