The modernization of Human Resource Management (HRM) plays a crucial role in enhancing administrative efficiency, optimizing personnel allocation, and strengthening organizational vitality within customs administrations. Following successful pilot implementations in West African customs agencies, the World Customs Organization (WCO) - West and Central Africa Capacity Building (WACAM) project is expanding its support for HRM modernization to Central African customs administrations.

Project Background and Needs Assessment

The WCO-WACAM project's initial phase demonstrated significant HRM improvements in several West African customs administrations, drawing attention from their Central African counterparts. These agencies have actively sought WCO support to enhance their HRM capabilities, reflecting pressing challenges including:

  • Inadequate recruitment and selection mechanisms lacking standardized processes
  • Outdated training and development systems misaligned with operational needs
  • Underdeveloped performance management frameworks failing to motivate staff
  • Inflexible personnel rotation policies limiting career development
  • Inefficient organizational structures with redundant positions

Regional Workshop: Knowledge and Skills Transfer

From May 4-8, 2015, the WCO conducted a regional workshop in Abidjan, Côte d'Ivoire, providing participants with fundamental HRM knowledge to initiate modernization processes. Key workshop components included:

  • Core HRM principles and strategic organizational roles
  • Competency model development and implementation
  • International best practices in recruitment and selection
  • Training needs analysis and program design
  • Performance management system development
  • Personnel rotation and mobility strategies

Gabon Customs Implementation: Strategic Alignment

Gabon's customs administration identified HRM as a strategic priority, particularly emphasizing recruitment management and staff rotation. From September 1-4, 2015, WCO deployed experts to Libreville to support Gabon's HRM modernization team, which had completed all preliminary activities from the Abidjan action plan.

The expert mission focused on:

  • Consolidating prior achievements
  • Enhancing competency-based HRM capabilities
  • Raising steering committee awareness of project significance

Key Achievements: Tool Development

The mission yielded substantial outcomes, including:

  • Finalized and validated position catalog for Gabon Customs
  • Completed competency directory for HR processes
  • Approved job descriptions for administrative headquarters positions

These tools were delivered to Libreville headquarters and regional office directors, with the HR modernization committee committing to complete remaining personnel planning tools by December 15, 2015.
