The Maldives Customs Service (MCS) has responded through a strategic partnership with the World Customs Organization (WCO), implementing a Leadership and Management Development (LMD) program to enhance executive capabilities and drive modernization.
Program Background: Addressing Change in Island Nation's Trade Infrastructure
Known for its pristine beaches and luxury resorts, the Maldives maintains an economy heavily dependent on tourism and fisheries. However, increasing participation in global trade networks necessitated stronger customs capabilities to ensure smooth trade flows, national security, and effective revenue collection.
A 2015 WCO assessment of MCS identified significant progress but noted room for improvement in management and change leadership capacities. This evaluation prompted the Maldives to launch the LMD initiative as part of its customs modernization agenda.

From April 5-16, 2015, MCS conducted a two-week leadership development workshop for 20 senior executives, later expanded to include an additional 20 managers through knowledge-sharing sessions.
