The World Customs Organization (WCO) has launched the West Africa Customs Administration Modernization (WACAM) project to enhance modernization efforts across West African nations. Funded by the Swedish government, this initiative provides technical support and capacity building to facilitate strategic transformation in regional customs administrations.
Strategic Support Mission in Ghana
From May 19-28, 2015, a WCO expert team conducted a strategic planning support visit to the Ghana Revenue Authority (GRA) in Accra as part of the WACAM project. This mission represented a crucial component of Ghana's customs modernization efforts.
Ghana's Need for Customs Transformation
As Ghana's primary agency for revenue collection and border control, the GRA faces mounting pressure to modernize its operations amid evolving international trade dynamics and economic conditions. While the authority had already developed a Customs Strategic Plan for 2015-2017 with support from the International Monetary Fund and other development partners, it required additional expertise to ensure effective implementation.
Comprehensive Strategic Review
The WCO team conducted a thorough evaluation of Ghana's strategic plan, focusing on four key areas:
- Compliance Assessment: Verifying alignment with WCO standards including the Revised Kyoto Convention and SAFE Framework
- Challenge Identification: Pinpointing critical obstacles in modernization efforts such as clearance efficiency, risk management, and anti-smuggling measures
