The WCO-WACAM program was launched in response to Niger Customs' needs, focusing on establishing a competency-based human resource management system.   • Refinement and validation of key tools: The team finalized essential instruments for competency-based HR management, including a job catalog, competency framework, competency dictionary, and detailed job descriptions for all positions. These tools laid a solid foundation for future HR operations.
  • Development of a communication plan: To ensure smooth adoption of the new HR methodology and secure broad support, the WCO experts assisted Niger Customs in drafting a comprehensive communication strategy.
