Liberia Enhances Tax Collection with WCO Assistance

With the support of the WCO WACAM project, the Liberia Revenue Authority is actively implementing a competency-based human resource management system. This includes developing tools such as job benchmarks, competency frameworks, and job descriptions, as well as formulating human resource and training strategies. This initiative aims to enhance employee performance, achieve organizational goals, and inject new vitality into Liberia's economic development and social progress. The focus is on building a skilled and effective tax workforce.
Liberia Enhances Tax Collection with WCO Assistance

Imagine a national tax administration where a tailored human resource management system ensures perfect alignment between employee competencies and job requirements, driving tax collection efficiency like well-oiled gears. This vision is becoming reality for the Liberia Revenue Authority (LRA), supported by strategic capacity-building initiatives from the World Customs Organization (WCO).

WCO WACAM Project: A Catalyst for Talent Development

With funding from the Swedish government, the WCO's West and Central Africa Capacity Building (WACAM) project conducted a pivotal capacity-building mission at LRA headquarters in Monrovia from February 19-21, 2018. The initiative provided customized expertise to advance LRA's human resource modernization efforts, moving beyond conventional training to deliver strategic empowerment for sustainable talent management.

Building Foundations: A Competency-Based HR Framework

Through WACAM project support, LRA has developed comprehensive competency-based HR tools including:

  • Job Benchmarks: Clear performance standards and competency requirements for each position
  • Competency Framework: A multidimensional model covering knowledge, skills, and attitudes
  • Competency Dictionary: Detailed definitions ensuring consistent understanding
  • Comprehensive Job Descriptions: Precise role requirements for recruitment and evaluation

The authority has successfully piloted competency assessments in one department, validating the system's effectiveness and establishing a robust foundation for scientific HR management.

Strategic Vision: Developing High-Performance Teams

A key outcome of the initiative was LRA's draft HR strategy and revised training strategy. These documents, combined with the competency tools, create a clear roadmap for talent development focusing on:

  • Attracting qualified professionals through transparent recruitment
  • Targeted professional development programs
  • Performance-based incentive systems
  • Clear career progression pathways

This strategic approach aims to build a professional workforce capable of supporting organizational objectives.

Enhancing Revenue Administration for National Development

The competency-based HR system enables LRA to:

  • Improve operational efficiency through proper role alignment
  • Reduce costs associated with skill gaps
  • Strengthen institutional capacity
  • Support sustainable national development through improved revenue collection

The WACAM project's support demonstrates the value of international cooperation in developing institutional capacity.

The Road Ahead: Talent-Driven Tax Administration

With these foundational elements in place, LRA is positioned to develop a more effective workforce that can significantly contribute to national revenue objectives while serving as a potential model for other developing administrations.
