Recently, with support from the EU Customs Cooperation Fund, the WCO conducted a national workshop in Bishkek, Kyrgyzstan, to assist local customs authorities in establishing a robust pre-ruling system for customs valuation.

Held from January 20-22, 2020, the workshop featured WCO-certified expert trainers from Latvia's State Revenue Service and engaged 20 mid-level Kyrgyz customs officials. The opening session emphasized the strategic importance of implementing the WTO Trade Facilitation Agreement (TFA), which explicitly recommends member states adopt pre-ruling systems to enhance trade transparency and predictability.

Participants engaged with WCO-developed tools under the "Revenue Package" framework through case studies, group discussions, and practical exercises. These methodologies covered core pre-ruling concepts, operational workflows, and risk management strategies—all designed to improve valuation accuracy and streamline trader services.

On the final day, attendees utilized the WCO's Diagnostic Tool for Classification, Valuation, and Origin Work to analyze Kyrgyzstan's current pre-ruling challenges and opportunities. This assessment informed a comprehensive action plan addressing policy refinement, capacity building, IT modernization, and interagency coordination—creating a clear roadmap for system implementation.
