With support from the World Customs Organization (WCO), ISSC is poised for a revival after years of political instability and operational stagnation.
Historical Context and Challenges
Established in 1972 in Bangui, Central African Republic, ISSC was founded to provide foundational training for customs personnel across the region. However, political and security disruptions forced the institution to suspend operations for over four years. In 2018, ISSC relocated to Djibloho, Equatorial Guinea, where it now faces the dual challenge of rebuilding its infrastructure and redefining its educational framework.
WCO's Diagnostic Assessment and Strategic Support
In response to ISSC's request for assistance, a WCO delegation conducted an intensive diagnostic evaluation from September 30 to October 4, 2019. Using the Personnel Development Diagnostic Tool (PDDT), the team analyzed ISSC's existing training systems through document reviews and stakeholder interviews with administrators, instructors, and trainees.
