From October 28-31, 2019, Bangui hosted a pivotal workshop on pre-ruling systems under the EU-funded "African Harmonized System" program led by the World Customs Organization (WCO). Conducted by project representatives and guided by two WCO-certified experts, the event brought together 17 participants from CAR's customs administration and private sector.

The workshop's primary objective was establishing a comprehensive pre-ruling framework to create more transparent and predictable trade conditions. Participants reviewed existing CAR customs procedures, analyzed WCO tools, and drafted national pre-ruling legislation alongside implementation plans.
