A Strategic Capacity-Building Initiative
The World Customs Organization (WCO), in partnership with the Japan International Cooperation Agency (JICA), has launched the Pacific Harmonized System (HS) Classification Master Trainer Programme (MTP) . This initiative represents more than training—it's a strategic investment in building long-term expertise that will transform regional trade capabilities.
Program Objectives
The MTP focuses on two core objectives:
1. Developing Expert Trainers: Carefully selected customs professionals will undergo intensive training to become regional authorities in HS classification—the international standard for product categorization.
2. Creating Tailored Training Resources: The program will develop region-specific materials addressing the unique trade profiles and challenges of Pacific Island nations.
Launching the Transformation
The inaugural working group session (WG1) convened virtually from October 18-22, 2021, bringing together customs specialists from Fiji, Papua New Guinea, Samoa, Timor-Leste, Tonga, and Vanuatu. Supported by WCO's Asia Pacific Regional Office for Capacity Building (ROCB), this gathering marked the program's official commencement.
Participants engaged in intensive discussions on HS implementation challenges while developing concrete action plans. International experts from WCO, Kenya Revenue Authority, and Japan Customs provided global perspectives and practical insights.
