Global trade operates like a vast logistics network, with millions of goods moving across borders daily. Customs authorities serve as the security guardians of this network, constantly vigilant against smuggling, fraud, and other risks. The World Customs Organization (WCO) has developed its Expert Certification Program to enhance these security measures through professional training and assessment.
WCO Hosts Pre-Certification Workshop in Guatemala City
With sponsorship from the Japan Customs Cooperation Fund (CCF-Japan), the WCO recently collaborated with Japan Customs to conduct a pre-certification workshop for Risk Management (RM) Technical and Operational Advisors (TOA) from the Americas and Caribbean region. Held in Guatemala City from June 12-16, 2023, the event brought together 12 customs officers from 10 regional customs administrations.
This initiative forms part of the WCO's strategic approach to expand its pool of experts, enabling timely responses to member administrations' risk management needs.
The Critical Role of Risk Management Experts
In today's increasingly complex global trade environment, effective risk management enables customs authorities to:
- Enhance efficiency: Focus limited resources on high-risk areas while streamlining low-risk transactions
- Ensure security: Detect and intercept smuggling attempts and prohibited goods to maintain national security
- Facilitate trade: Reduce trade costs by simplifying clearance processes for compliant shipments
The WCO's certification program aims to develop and identify top-tier risk management professionals to support these critical functions.
Rigorous Assessment Process
The Guatemala City workshop served as the first step in the WCO's comprehensive certification process, evaluating participants' technical knowledge, skills, and potential. Werner Ovalle Ramirez, Director General of Guatemala Customs, emphasized the growing importance of regional experts in supporting WCO members during his opening remarks.
Participants underwent thorough evaluation across five key areas:
- Technical knowledge and practical application of risk management methodologies
- Presentation and facilitation skills
- Communication and advisory capabilities
- Familiarity with WCO tools and documentation
- Teamwork and collaboration abilities
Path to Certification
Successful candidates from the workshop will advance to the next certification phase: field assessment. This practical evaluation allows participants to demonstrate their skills in real-world customs operations, tackling complex challenges and showcasing professional competence.
Upon full certification, these experts will join the WCO's roster of technical advisors, supporting member administrations through:
- Knowledge sharing and capacity building
- International collaboration on trade security
- Advancement of customs modernization efforts
Core Elements of Customs Risk Management
The workshop emphasized four fundamental components of effective risk management:
- Risk identification: Detecting potential threats through intelligence, data analysis, and professional judgment
- Risk assessment: Evaluating probability and potential impact to prioritize responses
- Risk mitigation: Implementing targeted measures to reduce identified risks
- Risk monitoring: Continuously tracking risk evolution and adjusting strategies accordingly
WCO's Global Leadership in Customs Standards
The WCO plays a pivotal role in advancing risk management capabilities worldwide through:
- Development of international standards and guidelines
- Technical assistance programs for member administrations
- Facilitation of cross-border cooperation and information sharing
This expert certification initiative represents a significant step forward in strengthening global trade security networks and promoting customs modernization across borders.
