Imagine if components for weapons of mass destruction (WMD) — specialized chemicals, biological agents, or precision-engineered parts — silently fell into the hands of malicious actors. The international community has long worked to prevent such scenarios, with customs authorities serving as a critical line of defense.
The World Customs Organization's (WCO) Strategic Trade Control Enforcement (STCE) program helps member states enhance their capabilities to prevent illicit trafficking of WMD-related materials. Even during the peak of the pandemic in early 2021, the STCE program continued its mission through innovative virtual training initiatives.
Virtual Training Delivers Real Results
From February 16-19, 2021, the STCE program team collaborated with two WCO-certified experts from Indonesia and Thailand to conduct an online training session for 28 Cambodian customs officers. Funded by Global Affairs Canada, the program received praise from department representative Rick Kerwin, who commended WCO's efforts in supporting members to combat WMD trafficking.
The training curriculum was specially adapted for virtual delivery, with reduced text content and increased interactive exercises to maximize engagement. Participants studied strategic goods identification, components of trade control systems, and characteristics of controlled items. The training also covered practical applications of the Strategic Trade Atlas, available in both print and digital formats.
Participants reported significant value from the program. One officer noted: "This webinar proved extremely valuable. I will continue developing my skills to apply this knowledge in daily operations."
STCE Program: Safeguarding Global Security
The STCE initiative assists nations in developing robust strategic trade control systems to effectively identify, intercept, and prevent illegal WMD-related transactions. Through technical assistance, training, and information sharing, the program enhances customs authorities' capabilities in:
- Item Identification: Recognizing controlled goods and their characteristics
- Risk Assessment: Evaluating potential threats and developing countermeasures
- Enforcement: Strengthening oversight and combating illicit trade
- International Cooperation: Collaborating across borders to address security threats
The program focuses on five key operational areas:
- Legal Framework Development: Assisting members in establishing or updating trade control regulations aligned with international standards, including clear control lists, licensing systems, and enforcement authorities.
- Capacity Building: Delivering specialized training through workshops, seminars, and expert guidance covering identification techniques, risk analysis, intelligence operations, and enforcement procedures.
- Technical Support: Providing advanced screening equipment, analytical software, and specialized databases to improve inspection accuracy and efficiency.
- Global Collaboration: Facilitating information exchange and joint operations through regional and international networks to enhance collective security.
- Public Awareness: Educating businesses and individuals about compliance requirements through outreach programs.

Future Initiatives
The STCE program plans additional virtual training sessions in Russian and Spanish, focusing on strategic trade risk management. These efforts continue to strengthen global capacity against WMD proliferation threats.
