In fact, as early as November 13-17, 2017, the Mercator Programme conducted a preliminary diagnostic mission to Antigua and Barbuda and provided initial recommendations. Between these two missions, ABCED actively adopted and advanced recommendations from the preliminary report, with the Comptroller of Customs and his team launching various projects and initiatives that laid solid groundwork for comprehensive strategic planning.
