Hong Kong's government has addressed this challenge with the launch of the Professional Training and Examination Refund Scheme (ProTERS), a strategic initiative designed to cultivate local aviation talent and strengthen the region's position as an international aviation hub.

The government-backed program offers substantial financial support for Hong Kong residents pursuing aviation-related qualifications. Covering courses from internationally recognized institutions like the International Air Transport Association (IATA), the scheme supports training across various aviation disciplines including piloting, cabin crew services, ground operations, engineering, and management.
From July 2023 through June 2026, eligible participants can receive reimbursement for 80% of their tuition fees, up to a maximum of HK$30,000. The funding applies specifically to pre-approved courses (designated AC 276-284) within the ProTERS framework.
Eligibility and Application Process
The program targets two key groups:
- Current aviation professionals: Employees seeking to enhance their qualifications and advance their careers within Hong Kong's aviation sector
- New entrants: Individuals who have recently completed approved training programs and are preparing to join the industry
Applicants must meet specific criteria:
- Hold Hong Kong residency and legal employment status
- Provide proof of full-time employment with a Hong Kong aviation company
- Complete an approved course or pass a qualifying examination
- Not have received other subsidies for the same training
- Submit applications within four months of course completion or exam passage
