From June 17-19, 2022, the World Customs Organization (WCO) conducted a national workshop for Colombia's Tax and Customs Authority (DIAN) under the Swiss Federal Economic Affairs Secretariat (SECO)-WCO Global Trade Facilitation Program (GTFP) framework. Focused on advanced practices in strategic planning and project management, this workshop aimed to fundamentally strengthen DIAN's institutional capacities to better implement transformation projects and revitalize Colombia's customs modernization efforts.
GTFP's Strategic Intervention: Empowering DIAN to Accelerate Reforms
The GTFP initiative sought to enhance DIAN's strategic planning and project management capabilities while transferring methodologies to establish effective management strategies for customs reform. Key workshop components included:
- Strategic Planning Enhancement: Participants gained skills in developing strategic objectives, assessing internal/external environments, and creating action plans. DIAN learned to identify strengths, weaknesses, opportunities, and threats to develop more forward-looking strategies.
- Project Management Strengthening: The workshop covered all project phases—initiation, planning, execution, monitoring, and closure. DIAN teams learned resource allocation, risk management, and quality control techniques to ensure on-time, on-budget project completion while improving team collaboration.
- Coordination Tool Implementation: Participants mastered tools like Gantt charts, critical path methods, and risk matrices to improve interdepartmental coordination, reduce redundancies, and optimize resource use while fostering transparent communication.
- Transformation Project Application: The workshop provided practical guidance on applying these methodologies to DIAN's transformation initiatives, including goal-setting, risk assessment, team selection, and change management strategies with emphasis on leadership development.

The workshop yielded measurable results, including DIAN's development of a results-based customs management implementation plan, a future customs model framework, and identification of three flagship projects:
