This vision is becoming reality in The Gambia through a strategic partnership with the World Customs Organization (WCO).
WCO's MADAO Project: Modernizing Gambia's Customs Infrastructure
With funding from the Swedish government, the WCO conducted a landmark "Train-the-Trainer" workshop in Banjul from December 5-8, 2017. This event marked the first English-language pilot of WCO's new competency-based training materials specifically designed for customs administrations.
The Gambia Revenue Authority's Deputy Commissioner emphasized the workshop's critical timing, coinciding with the agency's planned rollout of foundational training programs for new recruits in 2018 and beyond. Officials expressed particular appreciation for the MADAO project's contributions to human resource modernization.
Developing "Capacity Architects": Workshop Outcomes
The intensive training engaged 16 participants (including four women) who are now positioned to become internal "capacity architects" within Gambia's customs administration. The curriculum covered essential training components:
- Adult learning methodologies
- Training material development
- Performance assessment techniques
- Instructional facilitation skills
Interactive sessions featured practical exercises and scenario simulations, enabling participants to immediately apply newly acquired skills. This hands-on approach ensured tangible skill transfer beyond theoretical knowledge.
