The Hangzhou Comprehensive Bonded Zone Airport Area has set a new benchmark for efficiency, completing its entire approval and inspection process in just 84 days—a feat that demonstrates the city's commitment to accelerating foreign-oriented economic development and building modern aviation industrial clusters.
On December 23, a joint inspection team composed of Hangzhou Customs and provincial authorities conducted a rigorous evaluation of the new zone. After reviewing construction reports, inspecting infrastructure and regulatory facilities, and witnessing demonstrations of high-tech systems including vehicle clearance, infrared object detection, and comprehensive surveillance coverage, the team unanimously certified the zone as fully compliant with national standards.
The signing ceremony between Chen Haiming, Deputy Director of Hangzhou Customs, and Ren Xianfeng, Deputy Secretary-General of Zhejiang Provincial Government, marked the official completion of this landmark project. This achievement reflects the zone's "same-year" operational model—where application, approval, construction, and inspection all occurred within a single calendar year—supported by parallel processes of development and investment attraction.
Blueprint to Reality: The Acceleration Formula
Preparations began early this year with simultaneous progress on administrative frameworks and physical infrastructure. By streamlining approval procedures and pre-engineering construction plans, the project team compressed preparatory phases significantly. Five major construction projects commenced in September following rapid bidding processes, with all work completed and systems tested by late November.
Spanning 0.40 square kilometers, the zone strategically combines port operations with bonded logistics functions. Its development focuses on creating aviation-oriented industrial clusters, having already secured seven high-value projects including LeadTech New Energy's lithium battery testing platform and Xiuzheng Pharmaceutical's BNCT initiative, with ten additional major projects currently under negotiation.
Strategic Advantages and Future Vision
The zone benefits from unique policy synergies as part of four national-level development zones—the Airport Economic Demonstration Area, Free Trade Zone, Cross-border E-commerce Pilot Zone, and National Logistics Hub—positioning it as a key driver for Hangzhou's foreign trade growth. These advantages promise to reduce business costs, facilitate trade, and attract international investment while fostering industrial innovation.
