To assist the Directorate General of Customs of Oman in establishing robust advance ruling systems for classification and origin—as required by the WTO Trade Facilitation Agreement—the WCO conducted a national "Revenue Package" workshop in Muscat from December 15-19, 2019. Sponsored by the Customs Cooperation Fund (CCF) Eurocustoms, the event brought together 18 Omani customs officials under the guidance of two WCO technical experts.

"Advance rulings on tariff classification and origin represent key measures enabling businesses to achieve operational predictability," Al-Siyabi stated. Advance rulings constitute a significant trade facilitation measure, allowing importers to obtain legally binding determinations on classification and origin matters before actual importation.
