This vision is becoming a reality for the State Customs Committee of Azerbaijan (SCC), thanks to a transformative partnership with the World Customs Organization (WCO).
From May 20-24, 2024, a WCO expert team conducted a comprehensive competency-based diagnostic assessment of SCC’s HR systems, funded by the Customs Cooperation Funds of Japan and Germany. Far from a routine audit, this initiative delivered a strategic roadmap to align SCC’s practices with the WCO’s Customs Professional Framework and Principles.
Strategic Objectives of the Assessment
- Holistic Evaluation: A rigorous review of existing HR policies to identify strengths and gaps, establishing benchmarks for modernization.
- Process Optimization: Streamlining HR workflows to maximize organizational value and operational efficiency.

Methodology: A 360-Degree Approach
The assessment employed multi-stakeholder engagement to ensure objectivity:
- Executive Interviews: In-depth discussions with department heads regarding HR challenges and strategic priorities.
- Employee Consultations: Focus groups spanning operational units—including the Customs Academy, K-9 Training Center, airport and seaport personnel—to gather frontline perspectives.
The WCO Framework: Beyond Competency Checklists
The WCO model establishes an integrated HR ecosystem:
- Competency Mapping: Clear definitions of role-specific knowledge, skills, and behaviors.
- Talent Acquisition: Evidence-based recruitment methodologies.
