
A nation's customs system functions much like the human immune system, standing guard at borders to protect economic security and facilitate trade. Customs officers serve as the frontline defenders in this system, where their professional competence directly impacts national safety and commercial efficiency. The World Customs Organization (WCO) has identified Regional Training Centers (RTCs) as the key to enhancing these officers' capabilities.
In April 2017, responding to a special request from Ukraine's State Tax Service, the WCO dispatched a technical assistance mission to Khmelnytskyi to evaluate its RTC. This initiative formed part of the WCO's global strategy to strengthen customs capacity building.
The Evolution of Ukraine's RTC
The story begins with Ukraine's 2016 tax system reorganization, which relocated its RTC to Khmelnytskyi. This site already housed the State Tax Service's professional training and K-9 units and held WCO certification as a Regional Dog Training Center (RDTC). The transition made Khmelnytskyi the 26th member of WCO's global RTC network.
This dual role brought unique challenges: defining strategic positioning, developing effective methodologies, and coordinating with other RTCs. These questions prompted Ukraine to seek WCO's expertise.
