Palestinian Customs Program Advances Leadership and Reform

The World Customs Organization (WCO) held a leadership and management development workshop for Palestinian Customs, aiming to enhance the leadership and management skills of middle and senior managers. The workshop covered key areas such as leadership, personnel management, and change management, employing interactive teaching methods. It was funded by HM Revenue & Customs (HMRC) and the EU Customs Fund. Participants expressed significant benefits and pledged to apply the learned knowledge to their practical work. This initiative contributes to capacity building within Palestinian Customs.
Palestinian Customs Program Advances Leadership and Reform

Imagine a well-trained, dynamic customs force capable of efficiently managing borders, facilitating trade, and effectively combating smuggling activities. This vision represents an urgent development need for Palestinian Customs. To address this challenge, the World Customs Organization (WCO) conducted a comprehensive 10-day Leadership and Management Development (LMD) workshop in August 2017 at the Regional Training Center in Amman, Jordan.

However, facing increasingly complex international trade environments and emerging challenges, enhancing leadership and management capabilities has become particularly crucial. The LMD workshop was specifically designed to:

  • Facilitate change implementation: Provide change management tools and methodologies to help managers effectively navigate organizational transformations.
  • Foster personal development: Encourage self-reflection and leadership potential through targeted professional development.

The workshop employed case studies, group discussions, role-playing exercises, and practical applications to ensure immediate workplace relevance.

Participants and Support

Sixteen mid-to-senior level managers from Palestinian Customs headquarters and regional offices participated in the program. The initiative received financial support from the UK's HM Revenue & Customs and the European Union Customs Fund.

Program Outcomes

Participants demonstrated measurable improvements in leadership competencies and management capabilities. The closing ceremony featured expressions of gratitude to WCO for the professional development opportunity, with participants committing to implement their new skills in daily operations.
