WCO Enhances Customs to Boost Global Trade Competitiveness

Global trade operates like a vast gear system, where the precise alignment of each component determines the efficiency of the entire mechanism. Customs authorities serve as the pivotal hub in this system. The question then arises: how can customs—the critical "gear"—become more efficient and robust to accelerate global trade?

The World Customs Organization (WCO) has provided answers to this question. At the invitation of ALACAT President Galo Molina and Enrique Lacalle, President of the Barcelona International Logistics and Material Handling Exhibition, WCO Deputy Secretary General Sergio Mujica attended the XXXIII ALACAT International Congress held in Barcelona, Spain, from June 7 to 9, 2016. The event brought together over 200 freight forwarders and logistics operators from Latin America, Spain, and other Mediterranean countries, alongside numerous international organizations from both public and private sectors.

Congress Focus: The Role and Challenges of Customs

The agenda centered on customs-related topics, including international perspectives on trade facilitation, customs' contribution to global competitiveness, and strategies for private-sector collaboration with customs. These discussions highlighted the key challenges and opportunities customs face in the current global trade environment.

WCO's Strategy: Empowering Customs to Boost Competitiveness

During two panel discussions, Deputy Secretary General Mujica emphasized customs' critical role in enhancing economic competitiveness and implementing the World Trade Organization's (WTO) Trade Facilitation Agreement (TFA). He detailed WCO's tools and measures designed to support customs in improving efficiency and streamlining processes, effectively serving as a tailored "upgrade package" for global trade facilitation.

Key aspects of WCO's approach include:

  • Standardization and Simplification: WCO promotes uniform customs procedures and documentation, reducing trade barriers and transaction costs through standardized data exchange formats.
  • Risk Management: Customs resources are focused on high-risk goods and businesses, while low-risk trade benefits from expedited clearance.
  • Capacity Building: WCO provides training and technical assistance to member customs administrations, enhancing their operational capabilities.
  • Collaboration and Coordination: WCO fosters cooperation between customs, governments, and private-sector stakeholders to address cross-border trade challenges.

Synergy Between Customs and Businesses

Mujica underscored the importance of public-private partnerships in achieving these goals. Collaboration between customs and businesses improves transparency, predictability, and operational efficiency, creating a more favorable trade environment. For instance, shared information platforms enable businesses to comply with regulations while customs gain insights into trade patterns, reducing friction.

Joint risk assessment initiatives further optimize customs' resource allocation, minimizing disruptions to legitimate trade.

Spain Visit: Strengthening Partnerships

During his visit to Barcelona, Mujica met with Spanish Customs Director Pilar Jurado and her team to discuss enhanced cooperation in addressing cross-border trade challenges. He also held working sessions with Catalan private-sector representatives and toured the Port of Barcelona, gaining firsthand insights into regional trade dynamics.

Future Outlook: Advancing Trade Facilitation

WCO's active participation in the ALACAT Congress demonstrated its leadership in global trade facilitation. As the TFA gains traction and customs-business collaboration deepens, the prospects for a more efficient global trade system grow brighter.

Digital Era Challenges: WCO's Forward-Looking Approach

With the rise of e-commerce and digital trade, WCO is exploring technologies like blockchain and AI to modernize customs procedures. Initiatives include secure supply chain management systems and inter-agency data sharing to combat fraud and ensure trade security.

Through its comprehensive strategies, WCO continues to shape a more resilient and sustainable global trade ecosystem, with customs playing an indispensable role in driving economic growth.
