Building a Modern Customs Framework

With support from the World Customs Organization (WCO), Armenia's State Revenue Committee is implementing an advanced "Blue Channel" post-clearance audit (PCA) system. This initiative aligns with WCO's PCA guidelines while strengthening risk management capabilities to meet World Trade Organization (WTO) Trade Facilitation Agreement (TFA) requirements. The European Union Customs Program provides funding for this collaboration, reflecting international commitment to Armenia's customs modernization.

Comprehensive Diagnostic Assessment

From May 29 to June 1, 2023, WCO experts conducted an intensive four-day joint diagnostic assessment in Yerevan, examining Armenia's risk management and post-clearance audit systems. The evaluation went beyond surface-level review, engaging with multiple operational layers of Armenian customs to identify strengths and areas for improvement.

The assessment began with WCO experts presenting their risk management framework and PCA concepts, establishing theoretical foundations. Armenian customs officials then detailed their current risk management and audit systems.
