Strategic Framework: Aligning With Mercator Program

From January 29 to February 2, 2018, WCO conducted a specialized customs project management training workshop in Harare. This initiative was carefully designed to align with priorities identified in Zimbabwe's revised Mercator Plan Implementation Strategy, approved by ZIMRA in September 2017. The strategy represents a comprehensive blueprint for modernizing Zimbabwe's customs operations and improving international trade facilitation.

The training focused on building ZIMRA's capacity in three critical areas: training development, human resource management, and project implementation. These competencies are essential for effectively implementing the World Trade Organization's Trade Facilitation Agreement (TFA), which aims to streamline customs procedures and reduce trade barriers globally.

Developing Project Management Expertise

The workshop brought together 18 ZIMRA officials (7 women and 11 men) who will play key roles in managing reforms and modernization projects under the Mercator Program. Participants gained exposure to international best practices and technical knowledge that can be immediately applied to their work.

ZIMRA's deputy commissioner emphasized the training's timeliness during both opening and closing ceremonies, noting it coincided with Zimbabwe's parliamentary consideration of the TFA. The authority expressed strong appreciation for the initiative while acknowledging the need for greater awareness about project management's strategic importance across all organizational levels.

International Support for Capacity Building

The successful workshop was made possible through financial support from multiple international partners: the UK's HMRC-WCO-UNCTAD program and Finland's Aid for Trade in the AOA Region Phase II initiative. This multilateral cooperation demonstrates global commitment to Zimbabwe's trade facilitation progress and serves as a model for development assistance.

WCO anticipates continued collaboration with ZIMRA under the Mercator Program framework.
