Burkina Faso Customs Boosts Skills to Speed Tariff Reform

With the support of the WCO MADAO project, Burkina Faso Customs organized a project management training course to enhance the project management capabilities of customs officials, aiming to better implement customs modernization reforms. The training covered key areas such as project organization, governance, and lifecycle. Through a combination of theory and practice, it helped customs establish its own project management methodology, improve project success rates and resource utilization efficiency, and ultimately promote customs modernization. The training aimed to equip officials with the skills to effectively manage and deliver modernization projects.

Imagine a nation's customs system as a complex transportation hub, processing thousands of goods and documents daily. When this hub operates inefficiently—like traffic congestion—it significantly impacts economic development. For landlocked Burkina Faso, an efficient customs system is particularly crucial. The solution? Enhanced project management capabilities to implement reform initiatives effectively.

Recently, under the World Customs Organization's (WCO) MADAO program (funded by Sweden), Burkina Faso's Directorate General of Customs (DGD) conducted a specialized project management training workshop. This initiative represents a critical step in modernizing the country's customs operations. Notably, the WCO used this opportunity to pilot French-language versions of its advanced project management training materials, specifically developed for the MADAO initiative.

The Critical Role of Project Management in Customs Modernization

Customs modernization typically involves multiple complex projects requiring coordinated implementation:

  • Technology upgrades: Implementing new declaration systems to improve data processing efficiency
  • Risk management optimization: Enhancing oversight of high-risk shipments to reduce smuggling and violations
  • Personnel development: Elevating customs officers' professional skills and service standards
  • Process streamlining: Simplifying clearance procedures to reduce processing times and business costs

Without proper project management methodologies, these initiatives risk delays, budget overruns, or outright failure—undermining broader reform objectives.

Workshop Structure and Key Focus Areas

The intensive five-day program (January 15-19, 2018) in Ouagadougou trained 17 senior officials, including three women. The curriculum blended theoretical foundations with practical applications, emphasizing three core competencies:

  1. Organizational frameworks for project execution: Establishing clear structures with defined roles and responsibilities
  2. Governance mechanisms: Developing oversight systems to align projects with strategic objectives
  3. Project lifecycle management: Mastering implementation phases from initiation through completion

Interactive elements included case analyses of actual customs projects, group problem-solving exercises, and scenario simulations—ensuring participants could immediately apply learned concepts.

Strategic Implications for Burkina Faso Customs

Director General Adama Sawadogo emphasized the training's timeliness during his opening remarks, noting its alignment with ongoing strategic planning efforts. The workshop focused specifically on operationalizing these plans through disciplined project execution.

Beyond immediate skill development, the program established institutional project management methodologies that will yield long-term benefits:

  • Higher project success rates through standardized processes
  • Improved resource allocation efficiency
  • Strengthened organizational capabilities
  • Accelerated modernization reforms

The MADAO Program's Broader Impact

As part of Sweden-funded WCO capacity-building efforts across Africa, MADAO supports multiple customs improvement areas:

  • Risk-based compliance systems
  • Trade facilitation measures
  • Intellectual property enforcement
  • Professional skills development

The program has demonstrably advanced customs modernization continent-wide, with Burkina Faso emerging as a notable beneficiary.

Modernization Beyond Technology

While technological upgrades like scanners and electronic systems receive attention, human capital development remains equally vital. Only through continuous professional training can customs personnel fully leverage new technologies—making capacity building the true cornerstone of modernization.

With strengthened project management foundations, Burkina Faso Customs is positioned to evolve into an efficient, transparent institution that effectively supports national economic growth.
