The Birth of a Global Standard

In July 2018, New Delhi hosted a landmark high-level workshop marking the Asia-Pacific launch of WCO's Cross-Border E-Commerce Framework. Supported by WCO's Asia-Pacific Regional Office for Capacity Building (ROCB A/P), Japan Customs Cooperation Fund (CCF Japan), and Indian Customs, this event represented the framework's first global implementation following its approval by the WCO Council.

Pranab Kumar Das of India's Central Board of Indirect Taxes and Customs emphasized that fair and sustainable e-commerce requires robust legal and IT infrastructure. He advocated for enhanced risk management and broader technology adoption to address sector challenges.

WCO Secretary General Dr. Kunio Mikuriya congratulated India on its WCO Asia-Pacific vice-chair position while acknowledging the region's rapid e-commerce growth. He highlighted WCO's readiness to support members with comprehensive standards and tools for capacity building.

The Framework: A New Foundation for Global Trade

This pioneering framework establishes international standards spanning legislative and operational dimensions, creating a universal benchmark for cross-border e-commerce. The New Delhi workshop brought together over 50 senior officials from 26 Asia-Pacific customs administrations to examine the framework and share implementation experiences.

Participants explored e-commerce's exponential growth, benefits, and challenges, identifying several critical issues:
