WCO Workshop Lays Foundation for Modernization
From January 18-22, 2016, the World Customs Organization (WCO) conducted a strategic planning workshop at the headquarters of the Angola Tax Administration (AGT) in Luanda. Funded by AGT, this initiative demonstrated the Angolan government's commitment to modernizing its tax administration.
The workshop pursued two primary objectives: first, to introduce effective strategic planning methodologies and their benefits, enabling AGT to better utilize these tools; and second, to review AGT's recently completed 2016 Annual Business Plan, identifying areas for improvement and ensuring alignment with international best practices. The thorough review yielded concrete recommendations for AGT's strategic planning department to consider for implementation.
The Pillars of Effective Tax Administration
Strategic planning forms the cornerstone of modern tax administration. A clear, actionable strategy helps tax authorities define objectives, optimize resource allocation, and enhance operational efficiency. WCO experts shared theoretical frameworks and practical experiences during the workshop, highlighting strategic planning's critical role in tax management.
Risk management emerged as equally vital. To establish baseline understanding of AGT's current risk management operations and prepare for future WCO assistance in this area, the workshop conducted an environmental scan using elements from WCO's newly drafted Risk Management Diagnostic Tool, then in pilot phase. This systematic assessment provided valuable insights into AGT's risk management landscape and future improvement opportunities.
Comprehensive Participation for Holistic Solutions
The workshop brought together representatives from across AGT's key departments: Strategic Planning and International Cooperation Office, Special Tax Office, Customs and Trade Department, Human Resources Bureau, Executive Committee Support Office, Standards and Customs Procedures Department, Tax Research Center (the tax think tank), and Customs Supervision Department (enforcement unit).
This broad participation ensured the workshop's outcomes reflected AGT's comprehensive needs while establishing a solid foundation for future strategic planning and risk management initiatives. Each department contributed specialized perspectives, from human capacity development to operational integration of strategic objectives.
Building Toward the Future
WCO's technical assistance plays a significant role in Angola's tax administration modernization, enhancing efficiency and transparency while supporting economic development. This workshop represents another successful collaboration between WCO and Angola, demonstrating WCO's global leadership in tax administration improvement.
Looking ahead, WCO will continue partnering with AGT to advance Angola's tax administration modernization through additional strategic planning workshops, risk management training, and technical assistance programs. These collaborative efforts aim to establish a more efficient, transparent, and equitable tax system in Angola.
