Facing increasingly complex international trade environments and emerging challenges, how can customs authorities adapt to change, operate effectively, and safeguard national economic development? Ghana Customs is actively seeking answers.
To assist Ghana Customs in addressing these challenges, the World Customs Organization (WCO), through its West Africa Customs Administration Modernization (WACAM) project, conducted a crucial support mission from May 19 to 28, 2015, in Accra. Funded by the Swedish government, this initiative aims to help West African customs administrations enhance modernization efforts and better serve national economic development.
Project Background: WACAM and Ghana's Customs Modernization
The WACAM project represents WCO's regional cooperation program supporting customs modernization in West Africa. As a key participant, Ghana Customs has consistently worked to enhance its capabilities to meet 21st-century customs management requirements. This support mission constituted a deep collaboration within the WACAM framework, specifically targeting Ghana Customs' strategic planning.
Core Objectives: Strategic Planning Assessment and Optimization
The mission's primary focus involved evaluating the latest version of the Ghana Revenue Authority (GRA) Customs Division's 2015-2017 strategic plan, originally developed with support from the International Monetary Fund (IMF) and other development partners. WCO's expert team conducted comprehensive reviews to ensure alignment with relevant WCO standards while effectively addressing critical challenges in Ghana's customs reform and modernization process.
The assessment specifically examined:
- Compliance Evaluation: Ensuring strategic plan alignment with WCO instruments including the Revised Kyoto Convention and SAFE Framework, guaranteeing international best practice implementation.
- Modernization Reforms: Identifying and addressing key modernization challenges including risk management, information technology implementation, and trade facilitation, with tailored improvement recommendations.
- Capacity Building: Assessing readiness for future operational expansions while providing support through staff training and process optimization.

Beyond overall strategic evaluation, the mission emphasized two critical components:

- Internal Project Management: The team worked to strengthen project management capabilities through training, equipping customs personnel with essential skills to effectively oversee reform initiatives.
