Project Background: The WACAM Initiative

Funded by the Swedish government, the WACAM project aims to enhance customs administration across West Africa. As part of this initiative, the WCO conducted a technical mission to Senegal from August 24-27, 2015, building on momentum from a regional HR managers' workshop held in Abidjan during May 4-8, 2015.

Following the Abidjan workshop, Senegal Customs demonstrated exceptional commitment to modernization by completing agreed action plans. This progress created a foundation for WACAM to deliver capacity-building support to Dakar's HR modernization team and develop competency-based HR management tools.

During the mission, a project team comprising Senegal Customs officials worked closely with WCO experts to finalize three critical personnel planning instruments:

  • Position Catalog: A systematic classification of all customs positions with clear descriptions of responsibilities and requirements
