Imagine customs clearance as a video game. The traditional method was like a "one-life challenge" where all information had to be submitted perfectly at once—any mistake meant starting over. Now, China's "Two-Step Declaration" system introduces save points, allowing information to be submitted in stages with greater tolerance for errors.
The upgraded feature in China's International Trade Single Window platform offers foreign trade companies a more efficient clearance experience. Recently relocated to a more prominent position, the interface now provides two distinct options: "Single Entry" and "Phased Entry." But what's the difference between these approaches, and which one suits your needs?
"Single Entry": Comprehensive Submission With a Twist
While "Single Entry" allows businesses to submit all declaration data at once, it's crucial to understand this isn't simply reverting to the old "one-time declaration" system. This method still follows the "Two-Step Declaration" framework—companies submit complete information in one go, but customs authorities maintain their two-phase review process. Essentially, businesses save time by avoiding multiple data entries while benefiting from accelerated customs processing.
"Phased Entry": Prioritizing Speed With Sequential Submission
The "Phased Entry" option—previously called "Summary Declaration"—maintains its core functionality. Companies can first submit critical information (such as product names, quantities, and weights) to obtain immediate cargo release approval. Detailed supplementary information follows later. This approach delivers remarkable speed, with release notifications arriving in as little as 37 seconds for standard procedures and 19 seconds for special supervision zones.
Enhanced "Phased Entry": Improved Accuracy and Verification
Previous versions of the summary declaration had one limitation: even when all information was entered initially, users couldn't print complete data sets for verification, potentially affecting document preparation efficiency. The upgraded system now includes 105 additional data fields for comprehensive entry, allowing businesses to print and cross-check complete information upfront, significantly reducing errors in subsequent documentation.
The Core Principle: Safety First, Taxes Later
The "Two-Step Declaration" system fundamentally restructures clearance into two distinct phases. The first focuses exclusively on safety compliance—ensuring goods meet security standards and contain no prohibited items. Once cleared, cargo can be released immediately. The second phase addresses taxation, destination inspections, and other regulatory requirements. This separation dramatically reduces port dwell times and lowers companies' storage and logistics costs.
Choosing the Right Approach
- Prioritizing speed: Select "Phased Entry" to submit essential information first, obtain cargo release, then complete detailed declarations later. Ideal for time-sensitive shipments.
- Preferring completeness: Opt for "Single Entry" when all information is readily available, avoiding multiple submission rounds. Best suited for prepared organizations.
Both "Phased Entry" and "Single Entry" options under the "Two-Step Declaration" system aim to enhance clearance efficiency while reducing operational costs. The optimal choice depends entirely on a company's specific circumstances and requirements.
