Global trade arteries function much like human blood vessels, with customs serving as vital checkpoints. When these checkpoints operate inefficiently or with inconsistent standards, the "blood flow" of global trade becomes obstructed, potentially leading to "clots." To ensure smooth global trade operations, the World Customs Organization (WCO) is actively advancing a comprehensive review of the Revised Kyoto Convention (RKC), aiming to create a more coordinated and efficient customs environment. From March 7 to 11, 2022, the RKC Management Committee (RKC/MC) convened its 28th meeting at WCO headquarters in Brussels, adopting a hybrid format to focus on this critical agenda.

RKC Comprehensive Review: Entering a Critical Phase

The meeting brought together over 180 representatives from 74 RKC contracting parties and 15 observers to discuss the future direction of RKC revisions. In his opening remarks, Pranab Kumar Das, Director of WCO's Compliance and Facilitation Directorate, welcomed the Union of the Comoros and the Republic of Guatemala as the 130th and 131st contracting parties respectively, before outlining progress in the comprehensive review process.

The core agenda focused on advancing the RKC's comprehensive review, examining a revised draft work plan and exploring potential directions for "Step Four" within the established "four-step framework." This systematic approach ensures transparency while incorporating contracting parties' input to develop a revision that meets contemporary needs and future challenges.

The pivotal "Step Four" involves concrete revisions to RKC provisions. During the meeting, RKC/MC conducted in-depth discussions on five key concepts related to the General Annex:

  • Measures ensuring consistent application of national legislation: Aims to eliminate discrepancies in customs law application, creating fair and transparent trade conditions globally.
  • Coordinated border management: Enhances collaboration between customs and other border agencies through information sharing and joint operations to improve efficiency and security.
  • Establishment and publication of average release times (TRS): Requires customs administrations to measure and publish cargo clearance times as key performance indicators, providing trade predictability.
  • Temporary admission: Permits duty-free temporary importation of specific goods under defined conditions, facilitating international trade, cultural exchanges, and sporting events.
  • EU proposals not tied to specific concepts: Additional suggestions from the European Union received thorough consideration.

These proposed revisions collectively aim to simplify customs procedures, enhance clearance efficiency, and reduce trade costs. The substantive discussions mark significant progress in the comprehensive review process.

New Members' Perspectives: Comoros and Guatemala Share Experiences

The meeting featured special sessions where the Union of the Comoros and Guatemala shared their accession experiences, offering valuable insights for prospective members. Their presentations covered preparatory measures, implementation challenges, and tangible benefits, contributing to RKC's ongoing efforts to develop inclusive and adaptable revision strategies.

The committee scheduled continued discussions on the revised work plan and specific annex-related provisions for the 29th RKC/MC meeting from May 30 to June 3, 2022.
