
Inefficient processes and unclear objectives may be hindering your customs administration. The World Customs Organization (WCO) is actively working to help members overcome these challenges. Recently, the WCO completed a follow-up mission to support Colombia's National Tax and Customs Directorate (DIAN) in enhancing strategic performance management and achieving organizational transformation.
Strategic Collaboration Powers Colombian Customs Reform
From March 8-11, 2021, the WCO provided remote strategic planning assistance to DIAN under the framework of the SECO-WCO Global Trade Facilitation Programme (GTFP), with support from the WCO Mercator Programme. This virtual workshop followed up on strategic planning assistance initiated in February 2020, when GTFP helped DIAN develop 21 key performance indicators (KPIs) and a strategic dashboard.
The recent technical assistance focused on supporting DIAN's transformation process by improving management efficiency, optimizing organizational performance measurement, and introducing project-based management concepts. Through advanced management tools and methodologies, GTFP aims to enhance Colombia's customs operations and better serve national trade development.
KPI System: The Core of Strategic Performance Management
Key Performance Indicators serve as critical tools for measuring progress toward strategic objectives. The GTFP mission strengthened DIAN officials' capacity in KPI development, ensuring they can establish scientifically sound measurement systems aligned with organizational goals. GTFP experts worked closely with DIAN officials to analyze various customs operations and design corresponding KPIs for critical components. The SECO-WCO Global Trade Facilitation Programme is a joint initiative by Switzerland's State Secretariat for Economic Affairs and the WCO. It assists developing and transition economies in implementing the WTO Trade Facilitation Agreement to enhance economic development.
Through technical assistance and knowledge sharing, GTFP supports customs modernization efforts worldwide, improving clearance efficiency, transparency, and predictability. The program addresses multiple operational areas including customs valuation, rules of origin, trade security, and risk management.
