Morocco Boosts Customs AI with SECOWCO Backing

Morocco has launched the second phase of the SECO-WCO Trade Facilitation Programme, leveraging AI to enhance customs risk management and trade facilitation. The project aims to improve efficiency and security in cross-border trade through intelligent systems and data analysis. The World Customs Organization (WCO) is providing technical support to Morocco in implementing these advanced technologies and best practices. This initiative is expected to significantly reduce trade costs and improve the overall competitiveness of the Moroccan economy by streamlining customs procedures and minimizing delays.
Morocco Boosts Customs AI with SECOWCO Backing

In the arteries of global trade, every cargo ship and airplane carries vast amounts of data. The challenge lies in extracting meaningful insights from this data deluge to identify potential risks while ensuring trade security and efficiency. Morocco is now exploring solutions to this challenge.

On May 19, 2025, in Rabat, Morocco, the Swiss State Secretariat for Economic Affairs (SECO) and the World Customs Organization (WCO) launched the second phase of the Global Trade Facilitation Program (GTFP), marking a significant step in Morocco's customs modernization efforts. The program will provide tailored technical support to enhance Morocco's risk management capabilities through advanced data analytics, ultimately improving trade facilitation and compliance.

Strategic Objectives of the Initiative

The launch ceremony was attended by key stakeholders including the Swiss Ambassador to Morocco and representatives from Morocco's Customs and Indirect Tax Administration (ADII). The program outlines three primary objectives:

  • Enhanced Risk Management: Implementing advanced data analytics for more precise identification and assessment of trade risks.
  • Trade Facilitation: Streamlining customs procedures while maintaining compliance to reduce trade costs and improve efficiency.
  • Capacity Building: Strengthening Moroccan customs officials' expertise in data analysis, risk management, and artificial intelligence applications.

Technical Assessment and AI Integration

Following the launch, from May 19-23, 2025, GTFP conducted a comprehensive technical assessment of ADII's operational and technological infrastructure. The evaluation focused on:

  • Diagnosing current capabilities in risk management processes, data handling, and technical infrastructure
  • Identifying opportunities for integrating artificial intelligence (AI) and machine learning (ML) into existing risk management systems
  • Recognizing potential challenges in AI/ML implementation to inform future technical support

Capacity Building Through Specialized Workshops

Concurrent with the assessment, specialized workshops equipped Moroccan customs personnel with enhanced skills in risk management and data analysis. The curriculum covered:

  • Advanced data analysis techniques including data mining, statistical modeling, and machine learning with practical case studies
  • Data-driven risk assessment methodologies for more effective identification of potential threats
  • Applications of AI/ML in customs operations, including intelligent risk alerts, automated classification, and anomaly detection

Workshop participants gained practical knowledge in analytical tools and developed a preliminary strategic roadmap for phased AI/ML integration into customs processes.

Roadmap for Technological Transformation

The strategic implementation plan emphasizes:

  • Data Standardization: Establishing uniform data standards to ensure quality and consistency for AI/ML applications
  • Infrastructure Modernization: Upgrading IT systems including hardware, software, and networks to support advanced analytics
  • Workforce Development: Specialized training programs in data science and AI technologies for customs personnel
  • Pilot Testing: Implementing controlled AI/ML trials in selected operational areas to validate effectiveness
  • Scalable Implementation: Gradual expansion of successful technologies across all risk management functions

Ongoing Support for Digital Transformation

The WCO will continue supporting Morocco through expert consultation, specialized training programs, technical resources, and knowledge sharing of international best practices. This sustained assistance aims to:

  • Improve detection of high-risk shipments and entities
  • Optimize clearance procedures to reduce processing times
  • Strengthen enforcement of trade regulations
  • Foster an attractive trade environment for economic growth

The Future of Customs: Data-Driven Intelligence

As global trade grows increasingly complex, traditional customs approaches face mounting challenges. The integration of data analytics and AI technologies represents an inevitable evolution in customs operations. By harnessing trade data, customs authorities can more accurately assess risks, allocate resources efficiently, and maintain security without compromising trade fluidity.

Morocco's modernization initiative not only enhances its own operational capabilities but also provides a valuable model for other developing nations navigating digital transformation in trade administration. In this new era, data emerges as the cornerstone of customs operations, with AI serving as the critical tool for maintaining competitive, secure, and efficient border management.
