Recognizing that traditional management approaches can no longer meet the demands of increasingly complex global trade, Paraguay's customs authority has embarked on an ambitious modernization program. With technical support from the World Customs Organization (WCO), DNA is developing a comprehensive five-year strategic plan centered around a powerful management reporting system.
WCO-Facilitated Workshop Lays Strategic Foundation
From March 25-29, 2019, WCO experts conducted an intensive five-day workshop at DNA headquarters in Asunción, supported by the WCO/CCF-Reserves program. The event brought together 33 senior officials from Paraguay's central customs office and regional branches to design the strategic framework.
The collaborative sessions focused on four critical development areas:
- Strategic Objectives: Defining priority areas and directional goals for the five-year period
- Performance Metrics: Establishing measurable key performance indicators (KPIs) to track progress
- Target Setting: Creating specific benchmarks for each strategic KPI
- Project Alignment: Ensuring all operational initiatives directly support strategic objectives
Executive Endorsement and Implementation Roadmap
Paraguay's Customs Director General praised the initiative as a transformative accelerator for organizational processes. The strategic dashboard system will provide management with real-time operational data to enhance decision-making capabilities across all functional areas.
A detailed action plan was developed to implement the strategy, including technical configurations to DNA's customs management database that will enable strategic dashboard monitoring and analysis functions.

The management reporting system's centerpiece is an advanced strategic dashboard that converts complex operational data into actionable intelligence. Key monitoring capabilities include:
