This vision is becoming reality in Senegal, where customs authorities are implementing advanced human resource management practices with support from the West Africa Customs Administration Modernization (WACAM) project, funded by the Swedish government.
WACAM Project Drives HR Transformation
Between August 24-27, 2015, Senegal Customs launched its HR modernization initiative with technical support from the World Customs Organization (WCO). This followed a regional WACAM workshop for HR managers from West and Central Africa held in Abidjan earlier that year. While the workshop established foundational principles for modernization, Senegal distinguished itself through rapid implementation of action plans.
The WACAM initiative focuses on building institutional capacity and developing competency-based HR tools. Through collaboration with WCO experts, a cross-functional team from Senegal Customs developed three core personnel management instruments:
- Position Catalog: A comprehensive listing of all customs positions with defined career progression paths
- Competency Framework: Clear specifications of required skills for each role to guide recruitment and performance evaluation
- Job Descriptions: Precise definitions of responsibilities and expectations for every position
Strategic Implementation and Leadership Commitment
Upon presenting these tools to the executive committee, Senegal Customs secured high-level endorsement for full implementation. The committee established December 15, 2015 as the deadline for finalizing all personnel planning instruments, followed by comprehensive communication campaigns and operational rollout.
The modernization program centers on building a competency-based HR system featuring:
- Skills-focused recruitment processes
- Targeted professional development programs
- Performance evaluations tied to demonstrated competencies
- Transparent career advancement pathways
Regional Implications and Future Directions
Senegal's progress establishes a benchmark for customs administration reform across West Africa. The WACAM project serves as both technical assistance program and knowledge-sharing platform, enabling participating nations to exchange best practices.
