With funding from China, the World Customs Organization (WCO) is assisting the Mozambique Tax Authority in modernizing its human resources management system. Comprehensive HR Diagnostic Assessment

Understanding that organizational excellence requires robust human capital, MRA initiated an ambitious program to overhaul its human resource management (HRM) framework. With funding from China's Customs Cooperation Fund (CCF-China), the WCO conducted an intensive competency-based HR diagnostic assessment in Maputo from June 2-6, 2025.

The assessment aimed to thoroughly evaluate MRA's existing HR systems and propose actionable improvements to establish a modern HR framework aligned with strategic objectives and capable of addressing current and future workforce challenges.

During the week-long evaluation, WCO experts engaged in detailed discussions with MRA department heads and conducted extensive interviews with employees across various levels and functions. The review covered HR governance, legal frameworks, administrative autonomy, policies, procedures, and core HR functions.

The WCO organized a specialized workshop for MRA stakeholders to introduce HR best practices and explain its competency-based HR model. This knowledge-sharing initiative enhanced participants' understanding of contemporary HR management principles.

Following the assessment, WCO delivered a comprehensive report with key findings and recommendations for improving MRA's HR framework, providing strategic guidance for future reforms.
