In response to increasingly complex international trade dynamics, the World Customs Organization (WCO) conducted a specialized workshop on risk analysis and intelligence from September 17-21, 2018, in Astana, Kazakhstan. The event aimed to strengthen the capabilities of Kazakhstan’s State Revenue Committee in identifying, analyzing, and addressing customs risks. The workshop received funding support from the China Customs Cooperation Fund (CCF/China).
The training focused on core concepts of risk analysis, methodological frameworks, and global best practices. Key areas included data collection and analysis, risk assessment model development, and strategic response formulation.
Through case studies, group discussions, and practical exercises, participants explored advanced risk management tools to optimize customs procedures. The curriculum emphasized balancing trade facilitation with effective enforcement against smuggling, tax evasion, and other illicit activities.
The workshop marked a significant step in enhancing Kazakhstan’s customs expertise while reinforcing collaboration between the WCO, Kazakh authorities, and Chinese customs. This initiative contributes to building more secure and efficient international trade systems globally.
