The CWOF initiative follows extensive WCO consultations, including the Global Conference on Human Capital Management and input from various policy committees. A comprehensive survey of customs work models under "new normal" conditions informed the forum's creation, focusing on three key areas:

Inaugural Meeting Sets Ambitious Agenda

The December 2022 virtual launch attracted unprecedented participation from 169 countries, with 700 delegates representing customs administrations, private sector partners, academia, and international organizations. The diverse assembly included customs commissioners, department heads, and human capital experts.
