BRIDGETOWN, Barbados – The Barbados Customs and Excise Department (BCED) has embarked on an ambitious reform and modernization initiative aimed at revolutionizing its operations, strengthening governance, enhancing revenue collection, facilitating trade, and improving stakeholder engagement. This transformative effort, supported by the World Customs Organization (WCO), places a strong emphasis on empowering and developing BCED personnel.

The Need for Reform: Addressing Global Trade Challenges

Amid rapidly evolving global trade dynamics, Barbados recognizes the necessity of a robust, efficient, and modernized customs authority to drive economic growth, attract investment, and ensure national security. As the government agency responsible for revenue collection and border management, BCED faces critical responsibilities requiring adaptation to changing environments.

The comprehensive reform project targets four key areas:

  • Operational Efficiency and Governance: Streamlining processes, adopting advanced technology, and reinforcing internal controls to improve transparency and revenue stability.
  • Revenue Collection: Implementing effective measures to close loopholes, enhance compliance, and secure national finances.
  • Trade Facilitation: Simplifying procedures to reduce trade costs and expedite clearance, fostering a business-friendly environment.
  • Stakeholder Collaboration: Strengthening partnerships with businesses, industry groups, and government agencies to advance trade development.

WCO Support: Competency-Based Human Resource Management

The WCO is providing technical assistance through its Executive and Professional Competency-Based Human Resource Management Project (EPCB-HRMP) , funded by the China Customs Cooperation Fund. This program helps customs agencies establish sustainable HR frameworks to attract, develop, and retain skilled personnel by:

  • Developing competency models defining role-specific knowledge and skills.
  • Enhancing recruitment processes to identify top talent.
  • Delivering targeted training and career development opportunities.
  • Implementing transparent performance management systems.

Implementation Progress and Future Outlook

In October–November 2022, WCO experts conducted follow-up consultations in Bridgetown to assist BCED’s HR team in finalizing competency assessment tools and change management strategies. Key achievements included validating competency models, designing evaluation methods, and refining performance management systems.

BCED has committed to restructuring its HR department with greater autonomy, aligning organizational practices with international standards. The agency is also investing in technology and employee engagement to foster transparency and professional growth.

This modernization effort positions BCED as a model for developing nations seeking to enhance customs efficiency. The WCO will maintain support through capacity-building initiatives, reinforcing its commitment to global trade facilitation and security.
