As global trade dynamics grow increasingly complex, customs administrations worldwide face mounting challenges. The pressing question of how to enhance leadership capabilities to address future strategic dilemmas has become a focal point for customs managers across nations. Bolivia's National Customs (AN) has recognized this imperative and is actively pursuing solutions.
From July 29 to August 1, 2022, under the framework of the Global Trade Facilitation Programme (GTFP) jointly implemented by Switzerland's State Secretariat for Economic Affairs (SECO) and the World Customs Organization (WCO), Bolivia Customs successfully conducted an advanced Leadership and Management Development (LMD) Training of Executive Retreat (TER). This specialized program aimed to significantly strengthen the leadership competencies of Bolivia Customs' senior management team, enabling them to better confront strategic challenges and drive modernization in customs administration.
Program Background: The Global Trade Facilitation Programme
The GTFP represents a significant collaborative initiative between SECO and WCO. Designed to provide technical assistance, capacity building, and knowledge sharing, the program helps developing countries and emerging economies improve customs administration, streamline trade processes, and reduce trade costs. By promoting trade facilitation measures, enhancing customs efficiency, and strengthening international cooperation, GTFP contributes to global economic growth.
Customized Curriculum for Strategic Leadership

Bringing together the institution's executive director and core management team, the program offered unique opportunities for team building and individual leadership growth. The comprehensive curriculum covered multiple dimensions of executive management:

Participants acquired vital negotiation competencies to address current and emerging challenges. Most importantly, the program stimulated strategic thinking that will guide the institution's future direction.
This successful initiative marks a crucial step in Bolivia Customs' leadership development journey, positioning the administration to better fulfill its mandate and contribute more substantially to national economic development.
