Many international shoppers have experienced the frustration of tracking a package that shows as arrived in the destination country, only to face prolonged delays in customs clearance. This bureaucratic bottleneck has long created barriers between consumers and their desired goods. Jordan Customs is now implementing innovative solutions to streamline this process.
The World Customs Organization (WCO), in collaboration with Jordan Customs and supported by the World Bank Group, recently launched the "SECO-WCO Global Trade Facilitation Program (GTFP)." This initiative aims to optimize Jordan's Standard Operating Procedures (SOPs) for expedited cargo clearance, significantly improving cross-border trade efficiency.
Aligning With International Standards
From May 14-18, 2023, the program conducted a specialized workshop at the Regional Training Center in Amman to train Jordanian customs officials. The training focused on aligning Jordan's SOPs with two key international frameworks:
- Article 7.8 of the WTO's Trade Facilitation Agreement (TFA)
- WCO's Immediate Release Guidelines (IRG)
These frameworks establish standardized approaches for expedited clearance processes, particularly for express shipments, while maintaining appropriate security measures.
Key Beneficiaries of the New System
The updated procedures will primarily benefit goods entering Jordan through air cargo facilities, including:
- Express parcels
- Low-value shipments
- E-commerce goods
- Time-sensitive cargo requiring immediate release
This modernization is expected to generate significant economic impacts across multiple sectors:
- E-commerce: Faster clearance times will reduce delivery periods, enhancing customer satisfaction and supporting sector growth.
- Logistics: Shipping companies will benefit from reduced operational costs and improved service reliability.
- National Economy: Streamlined trade processes will attract foreign investment and strengthen Jordanian businesses in global value chains.
Balancing Speed With Security
The GTFP initiative builds on preliminary work begun in May 2022 through "light-touch interventions" to enhance Jordan Customs' operational capabilities. A critical component involves developing robust risk management systems to maintain border security while facilitating trade.
Customs authorities are implementing multi-layered risk mitigation strategies including:
- Advanced data analytics to identify high-risk shipments
- Enhanced intelligence sharing with international partners
- Deployment of scanning technologies like X-ray and CT systems
- Specialized training for inspection personnel
The Global Trend Toward Trade Facilitation
Jordan's reforms reflect broader international efforts to simplify customs procedures under the WTO's Trade Facilitation Agreement, which has been ratified by over 160 member states. Similar modernization initiatives are underway worldwide as nations recognize that efficient border procedures contribute significantly to economic competitiveness.
China's "Smart Customs" initiative demonstrates the potential of digital transformation in trade facilitation. By implementing advanced technologies and streamlined procedures like advance declarations and consolidated taxation, Chinese customs has achieved notable improvements in clearance efficiency while maintaining rigorous security standards.
As global trade networks continue to expand, such modernization efforts will become increasingly vital for economic growth and international commerce. The evolution of customs procedures represents a fundamental shift in how nations facilitate cross-border trade while ensuring appropriate regulatory oversight.
