A New Era for Trade Facilitation

From January 28 to February 2, 2023, a WCO expert delegation conducted an intensive capacity-building mission in the Philippines. This initiative forms part of the WCO's Mercator Programme and the UK-HMRC funded "Accelerate Trade Facilitation Programme," aiming to enhance implementation of the WTO Trade Facilitation Agreement (TFA).

The collaboration focuses on two critical areas:

  • Nationwide Time Release Study (TRS): A comprehensive diagnostic assessment of cargo clearance processes at Manila Port to identify bottlenecks and improvement opportunities.
  • Implementation of WCO's Immediate Release Guidelines: Practical training for BOC staff at Manila International Airport to align procedures with TFA Article 7.8 for expedited clearance of express shipments.

Field Investigations Reveal Optimization Potential

The WCO team conducted on-site inspections at two major international express carriers operating in Metro Manila. These field visits provided crucial insights into current clearance procedures and identified significant potential for streamlining and digitizing air cargo processes.

"Reducing reliance on paper documentation presents a major opportunity to enhance efficiency," noted one WCO official during the facility tours. "Digital transformation could substantially decrease processing times and operational costs."

Strategic Elevation of TRS

While BOC has previously conducted internal TRS assessments, the WCO mission aims to elevate this initiative to the national level through the Philippines' Trade Facilitation Committee. This interagency body, comprising both government and private sector representatives, will oversee comprehensive trade facilitation improvements.
