Imagine a national customs administration that serves not just as a border guardian, but as an engine for economic growth. This vision is precisely what Cameroon Customs is striving to achieve. Facing increasingly complex international trade environments and pressing national development needs, the administration has placed management capacity building at the heart of its strategic priorities.
A Workshop for Transformation
To support this ambitious agenda, the World Customs Organization (WCO) conducted its second Leadership and Management Development (LMD) workshop from July 20-31, 2015, in Yaoundé at the Mbankomo Centre of Excellence. Funded through the Customs Cooperation Fund-Korea, the event brought together 20 senior Cameroon Customs officials to explore leadership enhancement strategies that would drive modernization reforms.
Strategic Repositioning: Reclaiming Core Functions
Cameroon Customs currently faces a pivotal strategic shift: reclaiming functions previously outsourced by the government to pre-shipment inspection companies and border security agencies. This transition requires developing a cadre of professionals with exceptional leadership and management capabilities to ensure smooth operational continuity.
WCO's Comprehensive Support Framework
The LMD workshop was specifically designed to cultivate dedicated managerial leaders capable of collaborating effectively with colleagues to implement ongoing reforms. Over ten intensive days, participants engaged in profound self-reflection exercises examining their professional values, beliefs, and behaviors while focusing on continuous improvement.
The program delivered substantial capacity building across critical operational areas:
- Strategic Management: Tools for aligning customs objectives with national development strategies
- Visionary Leadership: Techniques for motivating teams and fostering collaborative environments
- Organizational Management: Advanced personnel management and diverse leadership style adaptation
- Ethical Governance: Promoting workplace diversity and integrity frameworks
- Operational Communication: Enhanced negotiation skills and change management methodologies
The Mbankomo II Declaration: A Blueprint for Action
Workshop conclusions materialized in two concrete outcomes: a strategic roadmap for reintegrating outsourced customs functions submitted to the Director General, and the "Mbankomo II Declaration" - a formal commitment by participants to support the administration's reform agenda. This document serves as both pledge and operational guide for Cameroon Customs' transformation.
Future Pathways: Sustained Collaboration
Cameroon Customs officials expressed profound appreciation for WCO's ongoing technical support, recognizing the workshop's role in establishing foundational competencies for their strategic evolution. The WCO has reaffirmed its commitment to maintaining close cooperation with Cameroon Customs, supporting its modernization journey as a potential model for African customs administrations.
This initiative exemplifies WCO's dedication to strengthening developing nations' customs capabilities through professional training programs. By enhancing managerial competencies, such efforts contribute significantly to global trade security and prosperity. Cameroon's experience offers valuable insights for other administrations undergoing similar strategic transformations.
In an era of deepening globalization, customs administrations must continuously evolve to meet emerging challenges while capitalizing on new opportunities. The LMD workshop represents precisely the type of capacity-building platform that enables such progress, demonstrating how strategic leadership development can drive institutional transformation.
