The second phase of the Global Trade Facilitation Program (PMFE), jointly implemented by the Swiss State Secretariat for Economic Affairs (SECO) and the World Customs Organization (WCO), is providing crucial momentum for Moldova's customs transformation.
Strategic Blueprint: Crafting a New Vision
From February 10-14, a strategic planning and performance measurement workshop marked a pivotal step in PMFE's second phase. The event aimed to enhance strategic coordination, governance, and accountability within Moldova's Customs Service (CSM), injecting new vitality into its modernization efforts.
Representatives from key CSM departments—including the Ethics and Supervision Directorate, Strategic Management and Customs Cooperation Directorate, and Customs Control and Trade Facilitation Directorate—engaged in open dialogues and interactive sessions. Participants examined strategic planning challenges while mastering advanced assessment tools such as PESTLE analysis, SWOT analysis, stakeholder mapping, and balanced scorecards.
Performance Enhancement: Building Effective Measurement Systems
The workshop introduced WCO's Performance Measurement Mechanism (PMM) and Key Performance Indicators (KPIs), equipping Moldovan customs officials with methodologies to quantify and improve operational effectiveness.
